I think heroes should cost more,than normal ships.14700 for Star Destroyer ? That's too much,yes.
Nr of buildable ships
14700 isn't that much. I just tested this, and if you build enough Mining Facilities, especially on planets like Bespin, Kessel, and Aeten II, you can have enough for 4 ISDs by Day 8 or one SSD. It just means that can't build the big ships on day 1 or 2.
I think you could benefit from removing certain ships from the buildable list, it's a little heavily populated and has some redundancies. It looks like there's four Executors to build, two of which use the same icon along with an Eclipse. I think if the player has a level 5 station on Kuat and access to Executors and an Eclipse, he isn't going to care about building Venators for example.
A problem with more generic heroes too is that they usually are flying normal ships and so have little point in existing in the first place. If those two heroes cost the same as a normal Executor, one might assume they aren't special and just build the normal ones for simplicity.
I don't like making heroes unless they are flying something really special or have an ability that really stands out. Just my thoughts.
maybe you can change the cost of a super star destroyer to 378005. and the cost of the eclipse to 905001. and maybe you can change the cool-down time of the eclipse-super-laser to 120 seconds?
shhhhh! i like it the way it is. the eclipse needs to be overpowered.
but not so much overpowered... i have changed the cost myself, and then played it. it's was much more fun. because i can't make 5 super star destroyers in 2 minutes. and it is not realistic if you can fire a super laser,that almost can destroy a whole planet, that have a cool-down of only 10 seconds...
