If you read in the description in the top right side of the page you'll see a link to Wookieepedia that tells about the Great Heep. He was seen in the old cartoon Star Wars: Droids. Except he's not an AT-AT, I would need a new model made for him.
If he allied himself with the Empire, then wouldn't he try to defect back to the Empire once he was reactivated (so far as I know the Empire never did anything that might dissolve the alliance between them)? And why is his AT-AT strong against a regualr AT-AT? It should be a normal AT-AT, same stats, strentghs and weaknesses.
I'm pretty sure he allied with the Empire in order to get the supplies he needed to survive. I doubt there was anything personal or political involved.

with all these units the droids have. Wouldnt it cause imbalance.
It would only cause an imblance if the droids could build hundreds of uber AT-ATs. This is the only AT-AT they can build.

Fun fact: this droid is actually speculated to be from the Vong's galaxy and one of the reasons why they have a strong hatred for droids.

True, but it seems like their ethics match up well. Both essentially want total control and domination of the known universe.
as far as why his stats are such, probably cause he's much more advanced the AT-AT seems to be a placeholder (hopefullyXD)
I find it hard to believe that the droids would be able to aquire a functional advanced AT-AT, let alone a regular one.
They stole it and rebuilt or built a new one. The Droid Homeworld is basically a giant factory, wouldn't be ot hsrd to build a new one.
