Unreleased mods are eligible like released ones to MOTY awards. That being said, you will notice that the final top 100 will be divided into two groups: Released and Unreleased mods. Stargate Space Conflict will be released on December 21. So basically, the mod will be added into the "Unreleased" category because MOTY will end before December 21.
Therefore, you can vote without problem for this modification.
