This is a pre-Clone Wars atmospheric fighter used by the Hutts. Size-wise it is comparable to the Deathawk. For mod purposes, it is going to be a FotR exclusive air unit.
This thing got that "ugly, probably either a kenner toy or something from a comic book from the 70's" look that is actually pretty unique and iconic to Star Wars, I've grown to like that sort of thing.
I think what makes such designs work is that Star Wars has a lot of "dumb" designs even in the movies, that are purely function over form, so you look at this speeder: it's... a jet engine, attached to a cockpit and 3 blasters, hatches on the side for the crew to get in, some decorative horns (surprisingly), it's a very "Star Wars" type of thing, not *that* much different from a TIE fighter for example.
