They are. In fact they're already in the mod as a random event and occasionally as a capturable neutral. ;)

Play the map 'Ashes'. Tgere are several 8472 ships available for capture at a hidden location on that map.

Is Nemesis named after the movie?
I'd say it was inspired by the name. The film 'Nemesis' focused very heavily on the climactic battle between the Enterprise and the Scimitar. Likewise, Armada 3: Nemesis will be an alternative game mode that focuses on faster paced, combat-oriented gameplay, making multiplayer in particular much more engaging.
TFF will still be about scale, exploration and empire-building, while Nemesis will be about fierce competition.
