This warbird is obviously suspended in time because some organisms tried to take care of their babies in its quantum singularity.

Picard, Data, La Forge, and Troi are just trying to help them (along with the Enterprise)in that Danube class.

This is a re-enactment of the episode, "Timescape".

Unless you happen to live in America, I can't believe they never really made a bigger deal of the whole "Quantum singularity core" thing. (That I recall, I'm hardly an expert.)
