The Dark Lord himself.

The current list is as follows:

Gondor - Gandalf the White
Rohan - Gandalf the White
Isengard - Saruman
Mordor - Sauron
Gundabad - Durin's Bane

Note that all of these 'ultimate heroes' will be different from vanilla. They will all be at around the same level of power and have a bunch of new abilities that won't wipe out entire bases and armies. SaF will get rid of all of vanilla's army-killing powers and put more focus on siege and strategy for late-game.

SaF's Isengard faction will not be able to recruit Saruman until they've unlocked him as the final spellbook power (Rohan & Gondor's final spellbook powers are replaced by a similar spell that unlocks Gandalf the White). As such, Saruman will come to the field armed with stronger spells and more utility to match Gandalf in power.
