With this image, we kick off the first Chapter of Rise of the Moderns: Ultima Ratio. It is based off Ray Tang's old "Rise of Napoleon" mod for RoN, and covers more or less the same time period. HOWEVER, it is unlike Rise of Napoleon in that it is DIFFERENT in many regards.
