The Berserker Tank is the Chaos Cell's answer to a MBT. After eventually phasing out the Lasher Tank which was slowly relegated as a Standard to the Psychic Enclave the Chaos Cell had to quickly come up with a solution for their own Main Battle Tank. The Berserker Tank was the most successful choice. Crew of the Tank are almost constantly under a constant high from specially-tailored drugs. During battle the Berserker Tank's Crews often become intoxicated from the chemicals flooding the compartment increasing their efficiency in combat.

Nope. As far as I've seen that logic seems to be broken as they never finished it in the build that eventually turned into RA2/YR.
