Yeah it could be that. It has ROF=1 as well as having Omnifire stuff.
I guess one bandaid solution is giving the ivan bombs a bigger AoE?
Make it a Battle Fort, InitialPayload with dummies, VHPScan=Strong on all of them, and hope they actually pick different targets instead of firing together on one guy.
