Do I really need to download MapBase, I played Rebel Surge without it, and it works fine..
I have no clue how you managed to run it without Mapbase, because it crashes on startup for me. Even if you somehow launched it, the mod will definitely lose lots of cool features. Anyway, it's not supposed to be played without Mapbase.
