I can't find his location, I searched the city but there are no orange dots around.

Is he hidden from the map? Or maybe I'm just unlucky and the guy is already dead?

Dark Dealer will appear only after you complete CNPP part and return to the Pripyat. Seek him at the building on the left side if you stand with your back to the stadium.
