I dont know about it. Apart from the really shiny road that looks good, It doesnt really look much like a wet street because the sidewalk isnt as wet as the road is. :/
Also, sidewalks are more absorbent than roads are. They become darker before they become slick and shiny.
And then there are drains all along the curb too :D
Anyways, this looks amazing. I wonder if you just have a sort of decal you put on top of the road so it can be animated for maximum sexiness.

Look at the screenshot directly to the right of this picture in the navigator. It just depends on the angle of the light source.

We've considered exploring the avenue of an animated specular map, but it has mostly proven to be too expensive for Source.

none of the maps are detailed yet...meaning what you see is just the major features of the map as of yet.
