is this a super weapon or just a radar type structure?

In a way. If its anything like the Iron Curtain in RA2, then it makes a large group of selected units basically invincible. However, I may be wrong, since I haven't gotten around to playing RA3.
same thing, makes tanks invincible for a while, and instant kill infantries. Nod's make tanks go stealth ability in C&C 3 does the same thing to infantry.
