Even though they outfitted them only before attempting to retake Rannoch. Before that liveships had no need for weapons, since Heavy and Patrol fleets were more than adequate to deal with any threats that could jeopardize them.

acording to the in game lore, the migrant fleet is usually spaced out quite a bit.
