Still trying to decide its role.
hmm... maybe a unique trade station on uncolonizable planets, that when captured yield a huge sum of credits?
A culture station perhaps? Capturing criminals and exporting them beyond the boundaries of your empire will definitely make it look like people support your empire, if they had no idea they were being sold as slaves...
Then again, I can also imagine it being a support capital with really nasty abilities centred around 'escaped' criminals. Ships becoming independent after being liberated by prisoners springs to mind, as does mass-roits on planets by troublemakers.
After reading it's codex, I think it should be a unique pirate supportive capital ship. Besides what I said, anything that is smaller than a station that operates as a planet, the pirate base anyway, breaks the immersion for me (besides the fact Omega would fill that role perfectly).
