The basics for the Council Tech Tree is laid out, The split will work when you chose paragon, renegade is locked out. When you chose renegade, paragon is locked out. Your choice will dictate your play style and races of choice.
But how will the AI deal with this? Will they always default to one or will they choose randomly? Will they be able to dictate on which to decide somehow?
As far as I know, the guys from Armada3 CTA did a similar thing with their cardassian race. They made it so that the AI chooses randomly wich side to research. That can be a 50/50 chance, or a mechanic that makes the AI prefer one side.
That is indeed how the Cardassian/Dominion selection happens in CTA. The AI has a 50/50 chance on what it chooses to research. To my knowledge the AI isn't programmed to favour one sub-faction over another. But coding isn't my area of expertise.
I rather like this. I look forward to seeing how this modification to the research changes how each side plays.

but wait, does it means that when we play Council Fraction,
1st, we'll have to choose whose side you want to play (paragon / renegade),
2nd, when in the game you have to choose the side side you want to research?
They might be doing like the Halo total conversion for Sins (Sins of the Prophets) and doing away with subfactions. SotP just has you choose UNSC, Covenant, and (in the future, it's not released yet) Forerunner Remnants

so I think that you can play as Council Renegade, but choose Paragon reserch
That is a mockup from numerous months ago before we decided on this instead.
When your playing as the council faction you must pick a paragon/renegade choice. Once you pick a choice you gain specific traits for said choice as well as access to certain ships.
If this doesnt help your confusion then I will see what else i can elaborate on.
Note: The Council renegade and paragon will be merged together and once you research either choice it locks out the other choice for good till you decide to start a new game.
What am I looking at here? Paragon gets the Salarians, Renegade gets the Batarians? If so, very interesting choices to be made. However I noticed three ships for the Paragon research...are they upgrades to the Salarian dreadnought or different Salarian ships? Or is that not Salarian? Either way, looking forward to the changes.
