The Mercenary factions new and improved Cybean Dreadnought in game! Although the Eclipse are not as disciplined as their rivals in the Blue Suns, they make up for it in their cutting edge technology, this includes their extravagant starships.

Various private entities (Cerberus) have ridicolus levels of militarization in the Mass Effect universe. I am not saying that this could not be the future but the fleet counts in this universe are really, REALLY high...
Please have you played halo? The fleet counts in ME are nothing compared to that. Even Star Trek has more.
You really think that real life large corporations would not have private military structures to protect their assets if they could conceivably do it cheaply? Or hire companies of mercenaries to do so for them? On a galactic scale like Mass Effect runs at, having a private fleet to provide a local response force to outside attacks would be invaluable, regardless of the costs of operating, so this would have to be the new normal. Basically, this makes sense to me
