Its been done. the maelstrom mod used rotating biospheres on their ships. And it does rotate in ME3 just very slowly . keep in mind that it is only trying simulate a standard "gee"
Though I never understood why it needed to rotate in the first place. Shouldn't it already had a Ezzo core to create artificial gravity?
Eezo is expensive, its cheaper to make it rotate, thats what I think.
