So don't include it in maps. Addition memory taxes do not required. Best thing you can do is not follow armada 3 way. Try to avoid lags and crashes because of useless effects and things.

There's nothing useless about the immersive feeling you'd get fighting a large battle over a glassed planet, a staple of the Halo franchise.

They could also be neutral asteroid hot spots, considering how much of the planets surface that wasn't glassed outright could have been blown into orbit.

It could be colonizable, just have no population like a dead asteroid. If you can colonize a asteroid, I don't see why not a glassed world. It could have many mining asteroids but no logistical slots and low health. Just please don't leave it uncolonizable.

Feel 'immersive' in your bathroom or where you do prefer.

Some people don't need lags from nothing. Armada III prove that this game WON'T allow huge battles in multiplayer with lots of effects and useless objects.

Armada III also has 5 1/2 factions compared to SotP's 2, soon to be 3, and with more ships-per-faction, more unique random events, and having more diverse and complex abilities. While not being "Useless" by your definition, they cost leagues more data than a new planet type, which, if I recall correctly, Armada III also has more of.
This isn't going to change much if anything.

Will UNSC have terraforming ability to restore planets? It should take a lot of resources during all restoration process and this very process will take random, but long time.

You can't force it to change texture from population tiers (upgrades) 1-10? From THIS to something more like Earth. Also, planets unavailable to take any other upgrades untill tiers 10 population. That's all my suggestion.
