Evolutions is a "Halo Wars" style mod for Command and Conquer 3: Tiberium Wars that features epic ground and air warfare on a massive scale. Evolutions brings many instruments of war from the Halo universe to life, allowing the player to fight as the Covenant or the UNSC in epic battles based on iconic Halo locales.

Im thinking that's the intent. The heritics were a fan of gold. this could easily be made into a grungy starcraft mod (and to be honest, im surprised there wasn't one a long time ago).
I think that the problem to make an Starcraft Mod in other games is of fear of blizzard, other than that, there isn't much units in game, the modder might need to create some fanon units
