In the next Edain patch 4.5 the defense buildplots have been improved. Every faction has now the possibility besides the battletower to build a second special building on these plots.
Rohan, Gondor, Rivendell and the Dwarves can build a heroic statue (camp maps). Mordor can build a Banner, which improves the recruitment speed of recruiting buildings in the near. Isengart has the possibility to build a warg sentry, which isn't any longer available at the big buildplots. And Angmar can build some Obelisk, which reduces the armor and damage of nearby enemy troops.
With these changes we hope to incorporate a little more diversity in the siege system.
Can the banner be changed to a statue of Sauron? The banner feels really out of place in the black steel Mordor Base, as it is 'rough' and savage which contrasts heavily with the black buildings, and would be better suited to a Evil Men fraction. A statue of Sauron however does match the buildings and is a more suitable expression of Mordor.

Yours is a valid argument, but Sauron is really the beating heart of Mordor's mechanics and he is naturally worshipped as a kind of god by all his servants. Henceforth, I would say that the Dark Lord's 'spiritual' connection with his faction is absolutely paramount, prevailing over other aspects (in this case, the fact that we're talking about a camp).
By the way, having a resemblance of how Sauron used to be with full powers could represent the desire and strive of his slaves to make him retrieve his potential again (the same theme that underlies his levelling system too).
There is also the fact the statue of Sauron is really cool and should be able to be built...
The Eye of Sauron, called by many various names, was the symbol of Sauron following the loss of the One Ring. This symbol was adopted to show his unceasing vigilance and piercing perception, and was displayed on the weaponry of his servants and the war flags. That's been said, a statue of the Dark Lord wouldn't fit with what we know about Sauron's personification in the lord of the rings.
I agree that the banner should be fit more with the rest of the fortress, but we won't change it to a statue.
Then, could you consider removing the tusks and perhaps replaceing them with a black stone stand?

I personally prefer the statue of mordor at big/small fortress of mordor; instead of this flag of mordor in the picture.
the flag of mordor should be buildable for outpost which gives x3 building spots one.

Just find the Sauron statue that exist in the game and give it to the Mordor faction, give the mumakil bone banner to a Harad/Men of the East faction :)
or maybe minas morgul gargolye statue

Totally agree with the Sauron statue as the rest. Though since the banner stays, at least consider to reskin / redesign it to be fitting. Could make some suggestions on that
I think just remove the tusks and make the banner bigger, that would fit pretty fine i think.
Or another idea, since the citadel has the ability to have the Morgul statues, maybe this one could have something representing Dol Guldur, maybe the same banner but grey and then cages hanging off it like Guldur had in the movies
