Yes he did, he was alongside Elrond in urging Isildur to destroy the One Ring. Also he was no stranger to warfare, having fought many battles.

I genuinely thought the one on the right was Oropher until I saw the golden flower motif
It's a rayed sun in the middle and golden flowers on the sides (obstructed by the hair).
