you can now restrict immigration as any of the government forms in the americas that can theoretically get immigrants
burgeois dictatorships can now get immigrants, although it's unlikely with the few reforms, and eventually impossible when they start enslaving minorities. since semi-constitutional monarchies, absolute monarchies and presidential dictatorships can theoretically get immigrants, why can't burgeois dictatorships?
the US and the CSA no longer enslaves their minorities if they become a burgeois dictatorship, being an exception to the rule, so that they keep getting immigrants
