MAKE SURE TO DOWNLOAD THE HOTFIX! The main feature of this update is massive rgo changes through the world. Most of the fun minors now have their historical production and deposits represented at least partially. The areas of conflict, such as Istria, Savoy and Alsace-Lorraine, are now more important to the countries that might want to take it, to encourage and reward taking said land, although following historical limitations. There is no longer a solution to any coal problems from simply taking Nigeria. It also includes mild buffs to turks, fixing the russian dismantlement so that they no longer lose core russian land such as the urals, makes capitalists build factories more often to encourage industrial variety in the AI, some reworks to persia and it's expansion decisions to be more historical, and some other changes.
massive rgo changes in the whole world, following historical production. the overall amount of raw goods produced should remain the same, except now minors have much stronger rgo's in general. this was done in detriment of china and nigeria
northern china no longer produces any tea, since it does not have the climate for it.
example of places with better rgo's now: south africa, the caucasus, canada, the US, new zealand, central asia (including mongolia and uyghuria) anatolia, ukraine, bielorussia, the balkans, australia, south america, scandinavia. previously, as it was, China just stole the spotlight of the historical production of all these regions.
france, britain and germany now also have more coal deposits.
rgo changes in zones of contention, to incentivize the player to fight, but with a historical basis. for example, the savoy coal mines are now larger, the kurils has an extra coal province, picardie now has a lot more coal to represent the pas-calais coal line which was the largest in france so that a low countries player will want to free the picards more, the balkans has a bit better rgo's to incentivize a turk player to keep it, western USA has a lot of coal to incentivize Mexico to try and refute the manifest destiny, columbia has a lot of coal (also historical) to incentivize the US to fight for it, bosnia has larger coal deposits to represent how it was a significant coal extraction zone, etc.
another example of this is the new iron deposit in alsace-lorraine, to represent how historically lorraine had a massive iron deposit
there is now only 1 modifier that gives you consciousness on war exhaustion, hopefully reducing spam a bit, and helping ai countries not reform for longer. it's original purpose was to make absolutist countries reform more often, but it's effect wasn't quite achieved
removed the massive coal mines from nigeria and added coal mines in other relevant areas of the world. previously it was a bit gamey because you could just fix any coal shortage your country historically had (for example, italy) by conquering the 500k nigerian coal miners.
minors in the same sphere can now get military access through eachother without having it cancelled via event (ex: bavaria and baden)
made the encourage war decision easier to take and the effect on jingoism a bit higher
thrace now gets a 5 year baby boom once you form the byzantine empire. the byzantine empire now has aromanian as accepted
tech weight changes
the treaty of st petersburg over the kurils now removes the cores of the loser of the war from the isles. the only way to get them back is via dismantling or manually getting cores. this should stop the many wars between japan and russia, hopefully letting both focus elsewhere
reworked the russian dismantlement a bit. now persia gets azerbaijan and armenia in the caucasus if they have a truce with russia and russia gets dismantled. if russia gets dismantled twice they should now lose the north caucasus too
russia can now get back ALL cores on byelorussia or ukraine if they're an authoritarian government, this is because they did so historically
the ural republic, yakutia, kamchatka and siberia are no longer things. they don't have cores anymore. siberians and yakuts in asia don't assimilate now, just like afro cultures.
the kamchatka region now gets annexed by japan if russia has a truce with them
gave armenia some more caucasian cores
removed the tatarstan cores from a historically uralic province that assimilated to russians (in game russian) with barely any tatars
the azerbaijani cores go a bit further north now
fixed a small bug with the oriental crisis
small change to the german dismantling, so that denmark gets schleswig even if they don't have a truce with germany, as opposed to schleswig going independent
changed the starting generals a bit so that they're less garbage. for example, leopold of belgium is now a 2-2 instead of 1-1. same for carl johan of sweden, and for every other monarch i could think of. this is because their prestige was very high so the ai would overprioritize those garbage leaders
starting factory changes, to increase steel and machine parts supply early game
the great balkan war should happen a bit more often now
marshes and forests (the northern forests, not the normal woods) are a bit better defensive terrain now. marshes are now also a bit better as a terrain type. previously they made the land worse than jungles, which is stupid
lombardia now has craftsmen at game start, just like venice
you can now get polypoly, oligopoly and monopoly structure inventions even if you have the others, but their effect is weakened. this is because released countries and countries that started with the tech (such as the UK) cheated and got all those anyway, so i decided to just let you get all the inventions.
rebalanced the unciv reforms a bit to make the useless ones a bit less useless
capitalists build more factories now, which should lead to higher industrial variety
the ai no longer uses the dismantle fortifications cbs.
cuirassers now have 1 higher attack, 1 lower defense but are more expensive.
france should assimilate the eastern part of britanny better now, and also northern occitania a bit better
changed russian liferating in the largest western cities again.
canada now has the equality NV, changes to their railroad decision and events (that lead to building cities such as vancouver), and to their starting pops so that upper canada and quebec do not get assimilation bugs with natives.
korea now becomes civilized after being released if japan has clicked the settle korea decision
changes to starting australian and new zealand pops, so that they start with a bit more anglos and so that the main anglo settlement regions don't have any assimilation bug which causes the english to become native over time
changes to arab pops, mainly to stop every province from having 2-3 different soldier pops of different religions. this should make it easier to raise soldiers.
very small changes to anatolian pops, mainly to raise the rgo size in some provinces that started 80-90% filled.

the norwegian conservative party is no longer laissez faire at game start. it becomes so in the 1880's, so that they have some time to kickstart their industry. the difference is massive. instead of having 0-1 industry score in 1860 they have 13-15. did the same for the boer nations too, their laissez faire conservatives only unlock in 1864
lowered factory build times a bit (they now take either 300 or 600 days depending on the type) to help laissez faire countries (aka the ai, since they don't subsidize factories) react better to factory unemployment
lowered the chance of gps intervening in the oriental crisis a bit further
turks will now sometimes annex egypt if they win the oriental crisis
further attempts to make the AI build only hussars
the last railroad tech is now available in 1914 as opposed to 1919, because previously it was almost useless. you took time to research the tech, time to build all the railroads, time to gather the materials, time to actually construct them, by the time you were done their effect would last for less than 10 years. should also help lower the 'there's no tech to research' effect for starting high lit nations
increased the starting clergymen % of the city of moscow
the scandinavian decisions no longer need an absurd amount of prestige, hopefully the ai will form it if it gets lucky now.
gave russia a few new naval bases so that they don't start the game over the naval supply limit anymore
some minor changes to the event choices the ottoman ai picks
changed egypt's starting army composition a bit to help cope with the stronger ottomans.
changed a lot of uncivilized countries starting techs, because previously they didn't really have the techs their reforms should give them.
rgo changes to make wool less of a terrible rgo, although it should still be pretty bad.
the ottoman empire now accepts azerbaijanis at game start, meaning they don't have to liberalize to accept them
turks now have the might NV rather than order. it fits them much better and also buffs their military a bit. the christian opression modifier now nerfs mobilization a bit further to partially offset the might mobilization bonus until they get rid of that. deciding to go for a liberal ottoman empire should have more pros and cons now, since it changes you to equality NV
removed two kurdistan cores that were historically pretty much assimilated, and to make them look less ugly and blobby in case they're released
made hyperinflation less bad, and also the radio related inventions less bad, to keep up with the social science other bad inventions nerf. now you shouldn't be punished for researching a tech. you also can't get one of those inventions if you're not a democracy or constitutional monarchy, meaning you can get the radio tech without being punished at all.

ai countries now only let women vote if their ruling party isn't fascist, conservative or reactionary
reworked the south american dreadnought race to hopefully actually happen every once in a while, and made it not give them free tech, just the ship. in exchange, it's also cheaper.
the ezo republic now gets the small country draft modifier
argentina and chile start with slightly better techs to reflect how they're the most advanced south american nations at game start (and at game end). it's 2 techs for argentina and 1 for chile. they're now slightly better than the ottomans at game start.
paraguay now has the might NV and starts with military staff system to help them punch above their weight compared to other south american nations
small changes to the paraguayan war to hopefully make it happen more often
small changes to some persian events and decisions, and a large change to their famine event, now it kills way less pops.
added the bandi decision to destroy the eiffel tower and his changes to the argentine civil war
you no longer need steam turbines to build the suez canal, but you now need both the naval port tech and the naval tech of 1860's to get it, so that you need to be a real naval power if you want to construct it. should help the AI build it in the historical date, while not making it any easier to build.
the panama canal and the kiel canal now are harder to build
the FRCA now has a bit fewer rebels at game start, to hopefully make it so that the AI can survive every once in a while
the arabs, afghanistan, circassia, dagestan, siam and persia now start slightly more civilized at game start.

persia can no longer accept pashtuns or baluchis, but they start with turkmen as accepted. this is because they had been basically ruled by turks back then, and their dinasties were all turkish after the one kurdish dinasty and before the english one

lowered how much infamy you get from a lot of the fascist and communist events down to 1 or 0 rather than 2 or 1
