In essence what was happening before was when a tank fired the light effects were forming underneath the terrain in the game. What he's fixed is made it so the light effects are on the top layer of the terrain so you can see them.

Annoying bug when LightSource particles were rendered under roads tiles is now fixed.

Small yet nice change, i am pretty sure you don't care, heh, heh, heeeeeeeeeeh...
