Not really, Picatinny rails on Russian weapons do look more less like this, most of them don't even touch top of the rifle/MG.
Yup, I own one. This is how you attach a secure rail system to an AK type rifle. Rails on the dust cover would never hold a zero and would be inaccurate after a few mags. The other alternative is a large over hanging monolithic rail system coming off the gas block, but that is usually too far forward for scopes.
