No they would go through it and kill the wearer.
Well if its a low caliber bullet maybe, but most high cal rounds would penetrate it, so I assume :P

I bet a kar98k will go through it though. Will they be slower with that extremly bulky and heavy armor?
You think regular clothing can you protect you any better from a Kar98? At that time, I'd prefer wearing this armor other than nothing at all.
Considering they are a construction unit, maybe the armor is to prevent work related accidents?
This mustve been the WW2 equivalant of Kevlar, Im pretty sure it could take a number a bullets

The armor was usually intended to deflect stray rounds aimed at the wearer, and sub-machinegun rounds, which it did effectively. Also, engineers had to go through quite a bit of training to be proficient at repairs, and building bunkers etc. so they were given the armor to prevent as many casualties to them as possible. /The More You Know/
If you add a helmet, it would kinda look like F3 power armor :3
