Because in the fluff Harlequins are actually their own (generally neutral) faction, not just part of Craftworld Eldar. They'll happily fight alongside and recruit from any Eldar force, and temporarily team up with any faction fighting against Slaanesh or any other bigger threat.
Dark Eldar have a better relationship with Harlequins than their Craftworld counterparts. There are many Harlequins roaming over Commorragh. Even some Kabal members are Harlequin agents.
Harlequins have no allegiance but the Laughing God, and all Eldar, even Dark Eldar, respect and praise The Laughing God.
Harlequins goals are mysterious and unclear. Their very fate seems to be bound to the fate of the Eldar race in its entirety and when they feel they have to play a role in a battle where their kin is involved, they just come help.
It is not rare for Dark Eldar Archon to watch Harlequins spectacles while relaxing, listening to the tales about the Glory, the Origins, and the fall of the Eldar with nostalgia, because they're very old and probably remember those times.
Why/what are they scared?
Because the Solitaire instils fear in all, not a problem in an actual game, but posing for photos gets them a bit freaked.
