I finally went through its code an found out why it doesnt target monsters - and fixed it. This will be an option in pk 3.0 as well.

The chain lightning isnt a new idea - thats been around since sometime early AD&D spells.
But, I have a few ideas for the upgrade.
Either fire the bolt once and it takes so many cells - like you could charge it...then it jumps around the map hitting things until it runs out of juice, or gets stuck with no valid targets and loops out.
Of the Indiana Jones "Ark frying the bad guys" - where it can pursue multiple similar paths.
