GDI Powerplants now get globally upgraded via 2 techs.
Say goodbye to old annoying upgrade method of upgrading EACH ONE TWICE!

this is so awesome :D
Id actually make this cost alot more, considering its global. Maybe make it 1k-2k, so its a big investment.
