The Armories are available from T3 onwards. They grant each faction special bonuses and access to upgrades for infantry/cyborgs related stuff.
ATM it also gives each new low tier produced infantry a veterancy promotion.
This is however not valid for Cabal, as they don't have veterancy at all. You can only improve cabal with general upgrades from the different reserach centers. (i.e do you want your cyborgs to be faster or better armored, etc).
GDI is mostly bound to it's choosen subfaction. While Nod has smaller protocols to choose which grands some updates (stealth, subterrain, etc...)
Forgotten can pick different kind of units. Most units can be adapted, but you have to pick with care, as those choosen are permanent.
