The Reason for the is because They have Ranged Capabilities, and support the Footman Soldier with back up from behind. while a group of footman skeletons overwhelm you, the Crossbow Skeleton will shoot you down from afar.

Zombies are Zombies, Skeletons are Skeletons, they are no where near Each other to be compared, and they wont Replace ANYONE. they are New NPCs.
