Soviet Union - Partisans Thread - Black ICE Mod for Hearts of Iron III: Their Finest Hour

Dear people of Black Ice Mod,

When I was playing as the Soviet Union, I was invaded by the Germans in 1941 - not a big deal, as i had made a defensive line following the Molotov-Ribbentrop carveup.

However, I noticed a new option available in my Diplomacy screen - "Partisans"
-As there were a few provinces owned by Germany, I thought I could distract them by ticking the box next to it.

However, it caused multiple uprisings by uncontrolled Rebels, behind my defensive line, cutting my troops off from supply and thus turning my defensive plan into chaos.

Could you please fix the bug, so that the option for partisans only appears when all of the Provinces that will be attacked are under enemy control, or that there is a warning that you shouldn't press the button unless you want to be stabbed in the back?
