This question might be a bit out of place, but are the sniper rifles really so common in the mod? Most likely it's just a coincidence, but the latest screenshots seems to include them a lot.
It's random. Each AI group (german normandy, german fallschirmjager, british africa etc.) has one single AI that can have a sniper rifle. And the probability of that single AI having a sniper rifle is approximately 10% depending on AI group. The remaining AI don't have it.
