The "Surrender" Op is overpowered, you can gain 15000, experience from destroying an airfield with infantry and then capture an enemy HQ with the power early game.

I think the ability should be removed; it breaks the game being able to use every other nation's units/buildings.

I'll take a look at that. there is a glitch where certain regular infantry regiments can get maximum experience points by engaging enemy aircraft. I don't know why this happens at the moment. it doesn't happen with all of them. I might have to reduce the experience point ceiling as well.

I changed this special op. new name is "Spoils of War". it allows players to steal an enemy depot. since there's a pretty good chance that stolen depot will get destroyed, I only made it worth 400 experience points. that way, if you keep the depot... you boost your economy. if you lose the depot you get a little money for it getting destroyed by the enemy.
