Have there been any improvements to the AI? A&A's AI wasn't terrible, but it wasn't always very bright sometimes.

I can't say that I've made big improvements to the AI recently. I was experimenting with it a bit... but, I haven't noticed any obvious improvements yet.

the biggest change I've made is enabling the AI to use more special ops on Allied armies. one of my big frustrations with the original game is that you might have an AI general go through an entire game and not use a single experience point. since the AI was originally only concerned with using special ops on their own army - this was a major factor in hording insane levels of experience points. (sometimes the AI might rack up 8,000 points and not use any of them!)

now, that the AI is more willing to use special ops on allied players. so, I don't see wasted XP as much. but it still happens.
