How will the titan system work here? Only one active at a time or limited quantity?

Description

The Klingons build their secret weapon at a classified location.

The rumours being spread by Orion merchants throughout the Federation were vague, but not exaggerated. The Klingons recognised that they had lost the technological advantage with the launch of Starfleet's Ares-class cruisers, and since then the Imperial fleet had, in many ways, lagged behind Starfleet's technology and ability to innovate. Even the powerful D-6 could not match the Ares in battle.

Though scientists and engineers were not actively disrespected in Klingon society, in recent generations those individuals talented in these fields had been increasingly overshadowed by the warrior class. The rise of militarism and the jingoistic focus on 'honour and glory' had been an ungoing process in Klingon society for many decades, meaning that the majority of a generation of Klingons interested in research, development and design could only make meaningful contributions in fields relevant to military application. And even then, these innovators were subject to the whims and political inclinations of the High Council. The lack of any serious military rivals to the Empire meant that much of the development of the Imperial fleet's next generation of weapons and warships faced constant delays due to the Council's perception that these projects were 'unnecessary'. With the Federation taking the lead in the arms race and subsequently dominating on the battlefield, it was made painfully clear just how necessary these projects were in actuality.

With these projects once more underway, Klingon shipywards began contruction of the Empire's greatest weapon - the next stage in the evolution of the Empire's venerable line of battlecruisers. Once completed, the D-7 would devastate the Federation's fleets.
