Technically it's set during the Four Years War with the Klingons, but many of the old Earth-Romulan War ships are still in service.

I just thought it would be fun to cover a story so comparatively rarely told.

How will the NX class and its refit fit into the research tree?

There are currently three tiers of NX research. The first unlocks the NX itself. The second brings it up to Columbia specs (improved tactical capabilities). The third and final upgrade unlocks its full refit form.

Description

The newly refitted Enterprise NX-01 leads a small Starfleet task force, intercepting and destroying a wing of Romulan ships in Coalition space.

In the wake of the Battle of Algeron, Captain Jonathan Archer's was among the loudest voices calling for Starfleet to go on the offensive against the Romulans. Thus far Starfleet's action in the war had mostly been reactionary, the aim being to counteract the Romulans, rather than take the fight to them. Constantly being on the defensive was frustrating. With casualties mounting and a diplomatic resolution off the table, Captain Archer knew, from experience, that stronger, bolder action was needed to defeat the Romulans, or at least convince them to withdraw from their campaign.

The disaster at Algeron had cost Starfleet their first Starbase, as well as a third of their fleet of NX-class starships. Though both ships had had fine crews, it was the loss of Columbia that weighed most heavily on Archer's heart. Captain Erika Hernandez had been among Archer's dearest friends, and their relationship had, occasionally, gone beyond friendship. Her loss spurred Archer onward in his attempts to convince Starfleet to take the initiative.

As Starfleet's most experienced captain, Archer's voice had weight. Promoted to Commodore, Archer was given command of a task force. His mission - to seek out and take the fight to the Romulans at his discretion.

It was Commodore Archer who made an interesting observation - the Romulans behaved in the same manner when on the defensive as when on the offensive. Romulan offensive tactics thus far had relied on fast, hard surprise attacks - Romulan forces were loathe to engage in long, drawn out battles. That they would refuse to commit to such engagements even when attacked opened up a serious question - perhaps the Romulans' blitz tactics weren't so much a tactical choice as they were a necessity.

In other words, perhaps the Romulan fleet was operating at the extreme edge of its effective range.
