I don't think it's that fictional.
On the contrary, it's pretty realistic;
The use of civilian airplanes by terrorist groups for committing terrorist acts, such as suicide bombings (9/11) or as in this case dropping improvised chemical weapon over a target, is a well known scenario.
Anyway, this special ability can be used only by the GLA Chemical General.
(BTW, not everything in this mod is realistic and that's how it should be ;-) ).

Does it have the feature where some generals powers include hacking? If yes Ive played this before and oh man I want this again - but I need your answer/info as it might not be as I so imagine
