Some time passed after the war between Hiigara and Vayger. A new council of civilization was created for solving various problems in a peace way. Hiigarans were elected as the head of the council and had the most power, because they were known as devotees of peace, law and order.
A new artifact, the Eye of Aaran, was found. Researches were started to find out its purpose and systems. The rights of studies were divided among all members of the council
After some researches the council found what power has the Eye of Aaran and influence on the Galaxy.
The Eye of Aaran was determined as a star gate that leads to a hided net of star gates that go through the entire Galaxy.
After such discovery Hiigara began to appropriate more rights for owning this artifact, because they discovered it first.
A commotion was caused in the council, because everyone agreed to share all finds evenly.
Some members of the council kept up Hiigarans' possession of this artifact. However some were embittered, because Hiigarans didn't let anyone in that sector where the Eye of Aaran was. A split appeared in the new council. Some its members thought that Hiigara raises itself again.
Unknown space raiders attacked all space ships that flew to that sector. Nobody could prove the council members did that. The council tried don't start a new conflict and solve the problem in a peace way.
A few civilizations left the council, because they saw the helplessness of negotiations and decided to act by their own methods and influence. They said that Hiigara is selfish and raised more than anybody else like before. Hiigarans once got the lesson and will get it again.
Hiigara didn't pay attention to these threats, because those civilizations were trifling small and not influential+.
Not all Hiigarans agreed with this decision and many clans were against that all rights belong to Hiigarans. They helped small empires and civilizations in rights of having this artifact and its peaceful usage.

I think I can produce some English from those statements. The Hiigarans were elected to be the heads of a new galactic council after the Vaygr were creamed. The Council's purpose was to be an inter-empire mediator, preventing conflict and settling disputes peacefully. The artifact, the Eye of Aaran, was found and the council and the Hiigarans led the way in researching it and finding out what it did. When it was discovered that it lead to a network of really, really big hyperspace gates to all areas of the galaxy, the Hiigarans got greedy and decided to keep it all for themselves. Some members of the council sided with the Hiigarans and said the Hiigarans should have the artifact and whatnot. The few dissenters were ignored by the now arrogant and corrupt Hiigaran Empire as insignificant. Some council members left because the council was now under the direct control of the Hiigaran leadership and did little more than the Hiigaran Empire's bidding. Some of the Hiigaran Kiith (clans) decided to leave the Empire because they felt what it was doing was wrong and they needed to be stopped fro the good of everyone. Now, the galaxy is divided and at war once again with the Hiigaran Empire and the Galactic Council on one side and the Resistance forces on the other, one side fighting for power, one side fighting for freedom.

It looks great, but getting someone to translate it to proper English would probably be a good idea. Anyway I wish you good luck with what ever you are doing, the ships look nice, but the story is a bit unclear.
well that translation didnt really help if at all. it just made it understandable gibberish lol, although the mod does look good.
