Oh, okay. I've been playing without a Titan, because I thought it was broken. Those extra fireballs (frigates) I built instead are nice too. lol
My Infinity doesn't have any abilities. Is this intentional?
It's in the Victory Options menu, but it has been made invisible on purpose. The mod doesn't support flagship victory and I'm pretty it's disabled by default. If you have flagship victory enabled you should see a message that says "Warning! Click here to fix settings" in the victory options menu. Clicking the message should make it disappear, which would mean that flagship victory is disabled.

If your fleet is a UNSC one going against a Covenant one, the UNSC fleet needs to be bigger then the Covenant one in order to win. According to Halo canon, UNSC ships were weak and outclassed by most Covenant ships. The UNSC needed to outnumber the Covenant at least three-to-one to have any chance of beating them,
I delete the UNSC part to name my ships. Also, no I don't believe they can remove/increase the in-game character limit. It's a hardcoded limit.
Lag is usually because of Sins of Solar Empire itself. Try activating Large Address Aware (LAA), it is a little program that came with the mod. LAA usually helps avoid lag.
LAA allows programs to use additional RAM. Sins of Solar Empire: Rebellion normally can only use 2 GB of RAM total, which Sins can reach pretty quickly, especially when using Mods. This is the cause of most crashes.
Some of the menus are still unfinished and also, according to the devs: "Unfortunately we've stopped supporting resolutions smaller than 1366x768 in order to have the UI quality we desire. This isn't something we're willing to go back on. Some non-essential elements may extend beyond 1366x768, but all necessary components display with that space."

Yeah, in base Rebellion the Vasari have a mobile Starbase. I thought making this mobile would be possible, but maybe hardcoding prevents this?
