They should all have random items, weapons, and equipment. Much like real partisans would, and every time you purchase a unit it should be different. The ability to upgrade their weaponry should be an option too.

Game has potential, but as it stands it's a complex mess of rules spelled out in only acronyms which can be frustrating to new players... and most of the time it only has a few players on...Was on awhile ago and when the first person I met attempted to arrest me while role playing and demanding I surrender my only starting weapon I shot him in the face. When everyone in the server began shouting to ban me, I immediately left and never went back. May be a great mod in the future but as of now...no.
