-Basic penal male. standard stats.
--Penal Male leader upgrade - increased strength....
--Penal Female leader - Increased accuracy for pistols...
So depending in the SBPS which penal legion trooper you upgrade determines the style of play with them, whether short ranged accuracy and range additions for females or increased melee strength for Males...
Something so you can choose how you use your squad loadout and their purpose.
Further from this at a later date I may attempt a Lasgun come flamer Penal Legion Squad.
Q) Why didn't I do that now...
A) because we already have Conscripts to fulfill that role.
My only thoughts are to give these guys like a role of protection and defense, a wincondition, click this and your objective is to defend the civilians, OR!!!! Kill the prisoners who escaped!
Other than that, campaign related. How about giving these guys no guns and just fists? That and guys with guns.
