Had this problem as well and fixed it in this way:
Right Click on "Half-Life 2: Episode Two" -> Properties
Under "Local files" choose
"Verify Integrity of Game Cache".
When this has been done sucessfully restart Steam.

I like to provide it in my mod as well.
You do not have to be a heroe if you need Ross' voice in your project. You only have to hire him. Look at his site www.accursedfarms.com under "Extra-> Ross for hire".
Write a decent and friendly e-mail and prepare a script with the lines for him. I am sure he will contact you after a while.

I do not agree with this opinion. But I admit that $SteamDir
and $SteamUserDir can be confusing and changed by mistake.

Actually I am working on the first chapter of the mod.
Some days ago I finished the first riddle, implemented the
Easy Rider character, who will help the player and serve him
with information needed for solving the riddles.
I had to learn, that this is as time consuming like building that riddles. Sound recording, adding phonemes in face poser, creation of special animations scripted sequences, choreo files were the battle fields of the last weeks.

so you will have to install Half Life2 Episode 2 or it's SDK content.

no this mod is not dead.
The character developing needed more time
but it's on a good way. I was interrupted
many times by real life duties and jobs,
but we are on a good way finishing
the milestone 4 section.

message again later on, if the player won't understand it
the first time. The sound clips you hear in this demo
are only for testing.
