A recent reply to a tweet said "not at the moment". I would guess that this mod is on hold, and is likely to remain that way for a very long time.

That is true, but on the public Discord it was stated that "It's technically been in development for a couple of years I think, but work didn't really start until I joined in the middle of last year". That was posted on 03/08/18. To say that it was in development since 2015 is technically true, but practically it is false.
On one of the twitter posts that Lemmurmellon made (the one titled true art) there is a conversation on the response between Tristan Halcomb and Jakku (under Jakku's original question), and at one point Tristan says "What I said was a joke, the mod is still being developed."

If you could make a Portal mod that looks better than this (since there isn't much else to go on), then please show it to the world.
Opposing force had the "Powered Combat Vest" as an explanation as to why HECU can use the HEV charging ports. Since that vest is more important in Opposing Force, are you going to have the HECU wearing those vests instead of just regular body armor (like what Black Mesa did)?
Also I think it is just me, the textures on the satchel charges don't seem to be up to par as some of the other weapons. The Glock does look nice (better that BM's Glock for me).
Is this a test on textures and lighting, because the map's blocky design doesn't fit with the sharp geometry of the Citadel. Still, very nice especially for the levels that aren't up to the quality of some in the original HL2.
That would imply that the guns and the suit were property of the same organization. The color scheme would make sense if the guns with the green paint job were the ones that the Conscript or Combine are equipped with.
It has to do with the paint job on some of the weapons.
It was simply a design choice that the developers made.
I think it may be doing what HL2 Raising the Bar Redux is and taking elements from the beta story and mixing them with the released story.
I may have explained it poorly so I will post a pictorial explanation. image 1 shows the file once you extract pt1 (the first one). Image 2 shows how not having the files in the same places produces the error. Image 3 shows all the files in the same place with the correct contents of the file.

You have to download Pt1 Pt2 Pt3 Pt4, then extract all of them to the same place, only then you could extract the file inside pt1 (CMA-Originsfull.7z.001)
Or they could stick to the surface and do stuff like fire at the player from below or above when standing on a wall.
I have found several links that he did post progress on the mod. The most recent post from him was on the black mesa source forums was on 11/17/17 stating that the project was not dead.

In addition on one of the sound tracks at soundcloud, the composer did state 3 months ago that there was a delay on his end. My best assumption is that there has been a delay in the project
Lemurr stated that without a modeler, that this project could take quite a while. For the time being, you can check his twitter page which has an exclusive link to a video showing the above ground aperture.
Is this model going to replace the stock one (like seen in the transition video)?
If you check on Lemurr's page, you can see a video and concept art from may 1st 2017 that shows the exterior of the aperture science innovators complex.
Looking at the history of the articles posted, I have noticed that the interval between posts has decreased, but that may just be due to the fact that more and more of the assets and designs are being redone.
