They will be a focus of Thrawn's galactic conquest scenario and it will have its own location on the galactic map. If you capture the location, your faction will be rewarded 10 dreadnaughts as well as reduced cost for producing dreadnaughts at shipyards
Probably the Black Sun will, maybe not the Hutts. The Black Sun famously slithered their way into Imperial affairs all the time, Xizor was even a member of the Imperial Court! They had a more powerful sway in the galaxy, the Hutts seemed to prey more on backwater worlds in the Outer Rim.
Every era of the Legends timeline is the goal, as for now we're focusing on the Rebellion Era, Clone Wars Era, and New Republic Era

Storm Troopers and Imperial Army Troopers are in squads, but the biker scouts are meant to fulfill that role
I'm basically just adding more variety of ground star fighters and tweaking how they behave and how the AI uses them. You'll still be able to call in conventional bombing runs to lay waste to bases and clumps of enemies, but the ground fighters will be there to support main land armies.

My plan for artillery is, I want it to be able to reach out and touch you from across the map. I want it to be a battlefield threat that you need to eliminate if you wish to gain battlefield superiority. So my plan is to give all artillery units a crazy amount of range, but short visibility range, so you and your enemy must rely on scouts and keep your scouts alive, to bombard a target.
since the MPTL is a missile system and thus short range, I'm thinking I'm going to give the rebels an SPHA-T or a HAG for their artillery unit while keeping the MPTL as a short range defense system
