Ground is either too light or sky is too dark, if 1 of either would be toned down / up, the image would be looking really really nice. love the perspective though :D
Yes, a bit unbalanced, this one came about while trying different effects with the weather config file, chances are I probably will not go with this sky, in game time is about 07:30, using dynamic weather has thrown a few curve balls in my direction due to the hourly possibilities etc :/

r2_sun_lumscale [-1.000,3.000] - Brightness of Sun's light.
r2_sun_lumscale_amb [0.000,3.000] - Brightness of ambient light from Sun.
r2_sun_lumscale_hemi [0.000,3.000] - Brightness of the #hemi textures defining the highlight colors on the world (blue "glow/fog", red / orange etc.)
The latter one is based upon the textures, so according to the textures, your brightness will increase or decrease. Setting these 3 up in perfect combination with r2_ls_bloom_fast and r2_gloss_factor can create mind-blowingly good screens :)

To spend time making changes on a sky I probably will not use, yeah, you're right no logic to it :D
But the priceless info from LoNer is worth it, and your feedback is also worth it.

I would say the only thing wrong with that image is the sky texture, needs changing for a evening one to match the lighting. Otherwise, I think what you have done is good.
I think that could be the plan, currently using sky 13 vibros cube rather than the standard oblaka, thinking being reintroduce the oblaka and then make changes in file sky/cloud colour introduce flares/fog to hopefully create desired effect and follow LoNers info regarding the hemi values.
You'll definitely need to fine tune the values otherwise you will end up "washing out" the sky, in other words, it'll appear over bright and "whited out" compared to everything else and just look super weird.
I can look forward to "experimenting" next week with this, I will back up the current files and go from there, any failures or super weird effects I will post screens.
When all else has failed or succeeded I will pm you.

Playing around with the user.ltx can make wonders, that's true.
And loner1 tell you the five important ones. Brightness of the hemi textures are the most important in this case.
