You simply could not ask for a better mod.
I admittedly havn't played since the 2.0 days(played since the beta days when you could still kill your own teammates with grenades :P), but I remember it being possibly the best mod(and game for that matter) I have ever played.

Your mod looks very promising so far. Have you considered starting progress on the mod's code using Q3's source and then porting it to DIII?

Sounds a lot like System Shock to me.
