Hello, Having some issues with the mod as when I try to launch it and come to the main menu it's completely blank

I am having a bit of a problem, I can't figure out how to upgrade the Tau Empire to the second tier, there's no option in the HQ.
Edit: Nevermind I just saw that it was a structure.
